together shall retain an outside neutral independent firm to conduct the review. The Governor
and the Executive Board of the Legislative Research Council shall together oversee this review.
The results and findings of this review shall be reported by the South Dakota Lottery
Commission to the Governor and Legislature on or before December 15, 1998.
