     The Senate convened at 2:00 p.m., pursuant to adjournment, the President presiding.

     The prayer was offered by the Chaplain, Pastor Gale Shafer, followed by the Pledge of Allegiance led by Senate page Trudy Wastweet.

     Roll Call: All members present except Sen. Valandra who was excused.

APPROVAL OF THE JOURNAL


MADAM PRESIDENT:

     The Committee on Legislative Procedure respectfully reports that the Secretary of the Senate has had under consideration the Senate Journal of the second day.

     All errors, typographical or otherwise, are duly marked in the temporary journal for correction.

     And we hereby move the adoption of the report.

     Sen. Rounds moved that the report of the Joint-Select Committee relative to the Joint Rules as found on page 40 of the Senate Journal be adopted.

     Sen. Rounds moved that the report of the Joint-Select Committee relative to securing chaplains for the Seventy-third Legislative Session as found on page 42 of the Senate Journal be adopted.

     Sen. Rounds moved that the report of the Joint-Select Committee relative to making arrangements for the distribution of legislative documents as found on page 42 of the Senate Journal be adopted.

MOTIONS AND RESOLUTIONS


     Sen. Rounds moved that the temporary Senate rules be made the permanent Senate rules for the Seventy-third Legislative Session.

     Sen. Hutmacher moved that the Senate rules be amended as follows:

    No executive or judicial agency representative who is required to register as a lobbyist pursuant to § 2-12-7.1 may appear before any senate committee except in support of any bill or resolution introduced at the request of the Governor, the Chief Justice, or any executive agency. However, such persons may monitor any senate committee meeting and may respond to questions from a member of the committee.

     Sen. Dunn (Jim) moved that the motion to amend the Senate rules be laid on the table.

     Which motion prevailed.

     The question now being on Sen. Rounds' motion that the temporary Senate rules be adopted as the permanent Senate rules for the Seventy-third Legislative Session.

     FOR AN ACT ENTITLED, An Act   to establish certain continuing education requirements for veterinary technicians.

     Was read the first time and referred to the Committee on Agriculture and Natural Resources.

COMMEMORATIONS


     SC 2   Introduced by:  Senators Kloucek, Brown (Arnold), Dennert, Dunn (Rebecca), Flowers, Hunhoff, Hutmacher, Lange, Lawler, Morford, Reedy, Rounds, and Symens and Representatives Moore, Brown (Gary), Collier, Crisp, Duniphan, Fischer-Clemens, Gabriel, Gleason, Hagen, Hagg, Haley, Jaspers, Kazmerzak, Kredit, Lee, Lucas, Monroe, Munson (Donald), Putnam, Schrempp, Van Gerpen, Waltman, and Weber

A LEGISLATIVE COMMEMORATION,  Recognizing and commending the 50th Annual     Czech Days celebration in Tabor, South Dakota.

     WHEREAS,  the 1998 Czech Days is the 50th annual celebration of the rich cultural heritage brought by Czech immigrants from their homeland, a heritage preserved by their descendants in the form of language, customs, dress, cuisine, and spirit of their immigrant ancestors; and

     WHEREAS,  this year's Czech Day's Royalty are Queen Aesli Grandi, daughter of Ron and Mary Grandi of Tabor; Prince Eric Kotalik, son of Art and Geraldine Kotalik of Tyndall;

Princess Abby Hunhoff, daughter of Dan and Jean Hunhoff of Yankton; and Parade Marshall Monsignor Carlton Hermann of Yankton; and

     WHEREAS,  many fine attractions await those visiting the 50th Annual Czech Days, including the Czech Heritage Museum, Blachnik Museum, St. Wenceslaus Catholic Church, programs for adults and children in Sokol Park, live Czech music in Beseda Hall, and two beer gardens:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Seventy-third Legislature of the State of South Dakota, that the Legislature congratulates the Czech peoples of South Dakota for their outstanding traditional celebration, and invite all South Dakotans to participate in the 50th Annual Czech Days on June 19 and 20, 1998, in Tabor, South Dakota.

     Sen. Benson moved that the Senate do now adjourn, which motion prevailed, and at 2:33 p.m. the Senate adjourned.
