Section 4. The commission shall, as soon as practicable and prior to any federally mandated
deadlines and prior to the convening of any special session of the Eighty-fourth Legislature, provide
recommendations to the Governor and to the Legislature on how any money received by the state
from the federal government in the form of a federal stimulus package shall be distributed to state
agencies and other government entities.
Section 5. Whereas, this Act is necessary for the support of the state government and its existing
public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and
effect from and after its passage and approval.".
