"      Section  1.  That chapter 46A-10B be amended by adding thereto a NEW SECTION to read as follows:
     The eligible voters of any drainage basin utility district may exercise the powers of initiative and referendum for any action of the district. Any initiated or referred measure shall be conducted under procedures substantially the same as those provided for municipalities in chapter 9-20. "
