Any county affected by this Act shall charge the United States Department of Justice for the additional costs incurred by the county to implement this Act, and if the United States Department of Justice fails to pay the charge for the preceding year, the county does not need to do the second mailing required by this Act before a voter may be purged from the registration list. "
