"      Section  1.  That § 32-17-3 be repealed.

     32-17-3.   No vehicle may be operated upon a highway with the front light or lights as provided in §   32-17-27 lighted without the front lamps as provided in §   32-17-4 lighted. A violation of this section is a Class 2 misdemeanor.
"
