     On page 1, line 8, after "Interior," insert "and approved by the Department of Public Safety,".

     On page 1, line 9, after "." Insert "The tribal identification card shall provide evidence that a certified birth certificate issued by a city, county, or state was used to obtain the tribal identification card. The tribal identification card shall contain security features that make it as impervious to alteration as is reasonably practicable in its design and quality of material and technology. The security features shall use materials that are not readily available to the general public. The tribal identification card may not be susceptible to reproduction by photocopying or simulation and shall be highly resistant to data or photograph substitution and other tampering. The requirements of this section do not apply to tribal identification cards used for purposes of § 12-18-6.1.
     Any person or entity that provides or sells goods or services to the public and that receives any license or permit issued by the State of South Dakota in conjunction with or as a condition for the provision of such goods or services shall, as a condition the issuance of the license or permit, agree in writing to honor and accept, for purposes of identification as provided in this section, any tribal identification card that meets the requirements of this section.".
