Chair Putnam called the meeting of the House Committee on Appropriations to order on February 27, 1997, at 9:32 a.m. in Legislative Conference Room #2 of the Capitol Building, Pierre, South Dakota. LRC staff present during the meeting included Dale Bertsch, Chief Analyst for Fiscal Research and Budget Analysis; Mark Zickrick, Principal Fiscal Analyst; and Arlene Krueger, Senior Session Secretary. A list of guests attending the meeting and all documents presented are filed with the original minutes.

MOTION:      TO APPROVE THE MINUTES OF FEBRUARY 25

Action:      Prevailed by voice vote.

The Chair announced that SB 109 would be moved to the top of the calendar, to be followed by SB 254.

          SB 109:   to appropriate money for rural school and community renewal.

Representative Duxbury raised a point of order. Chair Putnam advised that the deadline to pass a bill out of committee in amended form is Friday, February 28.

Representative Richter withdrew the motion to amend pending form and style corrections by LRC staff. Representative McNenny withdrew his second.

Action:      Prevailed by voice vote.


          SB 10:   to authorize the Board of Regents to enter into cooperative purchasing agreements with the North Dakota State Board of Higher Education.

Chair Putnam asked whether anyone was present from out of town who wished to testify on SB 72 or SB 108. There being no response, the Chair announced that the hearings on SB 72 and SB 108 will be deferred until Friday, February 28.


          SB 70:   to make an appropriation for costs related to suppression of wildfires in the state and to declare an emergency.

MOTION:      DO PASS SB 70

Second by:      Representative Cerny
Action:      Prevailed by roll call vote.   (9-0-1-0)
