Confirmation of Phyllis Heineman to the South Dakota Board of Education

         SB 140      allow school districts to enter into contractual agreements to provide for the whole-grade sharing of students.

         SB 190      revise certain allocations for disabilities in the state aid for special education formula.

         SB 106      revise the index factor in the state aid to general education formula, to set a maximum per student allocation for school districts with an excess general fund balance, and to require the Legislature to estimate general fund revenues for the current fiscal year and the next fiscal year.
