     The Senate convened at 2:00 p.m., pursuant to adjournment, the President presiding.

     The prayer was offered by the Chaplain, Rev. Roger Easland, followed by the Pledge of Allegiance led by Senate page Sarah Thvedt.

    WHEREAS, the above named served loyally as pages for the Senate of the Eighty-fourth Legislative Session; and

    WHEREAS, the members of the Eighty-fourth Senate express their most sincere appreciation to these young people for their service to the state; and

    WHEREAS, the members extend to these young people their wishes for every success in life:

MOTIONS AND RESOLUTIONS

     SCR 3  Introduced by:  Senators Heidepriem, Gillespie, Knudson, and Miles and Representatives Nygaard, Blake, Elliott, Fargen, Frerichs, Iron Cloud III, Killer, Solberg, and Vanderlinde

         A CONCURRENT RESOLUTION,  Supporting a study of the potential creation of a Department of Veterans Affairs as a cabinet-level department.

     WHEREAS,  the State of South Dakota has more than 74,000 veterans in the state; and

     WHEREAS,  the veterans of South Dakota generate more than $352 million from earned federal benefits into the South Dakota economy; and

     WHEREAS,  the Division of Veterans Affairs implements programs and services that have the potential of affecting more than 74,000 living veterans and more than 185,000 dependents and survivors of such veterans; and

     WHEREAS,  the current Division of Veterans Affairs is responsible for the successful operation of the claims office located at the VA Regional Office in Sioux Falls, veterans educational and job training programs, and the training and administration of county/tribal veterans service officers. In addition, the division works closely with the operation of the Michael J. Fitzmaurice South Dakota State Veterans Home; and

     WHEREAS,  the veterans of this state should have an avenue of access to the executive branch of state government commensurate with the sacrifices they have made for our country in time of peace and in time of war; and

     WHEREAS,  it has been proposed that the Division of Veterans Affairs, the principal state agency charged with providing benefits and services to veterans and their dependents and survivors, be elevated to a department with cabinet-level status:

     NOW, THEREFORE, BE IT RESOLVED,  by the Senate of the Eighty-fourth Legislature of the State of South Dakota, the House of Representatives concurring therein, that the Legislature supports a study to evaluate the feasibility and advisability of creating an independent cabinet-level agency to address veterans affairs, which would allow the veterans of South Dakota the same oversight and consideration as other state departments.

     Was read the first time, the President waived the referral to committee, and placed SCR 3 on the calendar of Monday, February 9, the 18th legislative day.

     SCR 1: A CONCURRENT RESOLUTION, Reappointing Mr. Marty Guindon of Pierre, South Dakota, to the office of auditor general.

COMMEMORATION

     SC 6  Introduced by:  Senators Hundstad and Hanson (Gary)

         A LEGISLATIVE COMMEMORATION,  Honoring the life of Anna Karina Hicks, of Britton, South Dakota, on the occasion of her 100th birthday.

     WHEREAS,  Anna K. Hicks is the loving wife, mother, grandmother, and great grandmother to her late husband Stanley J. Hicks of Marvin, South Dakota for fifty years; son Irl Hicks; four grandchildren, Kimberly, Rodger, Kristine, and Kathy; six great grandchildren, Jason, Matthew, Amanda, Alyssa, Pery, and Dana; and

     WHEREAS,  Anna, born in 1909, is a witness to the history of South Dakota. She is the daughter of two homesteaders from Norway that located near present day Stratford, South Dakota, in 1885 before South Dakota's statehood in 1889; and

     WHEREAS,  Mrs. Hicks has served the State of South Dakota as an educator. Anna started teaching at the age of nineteen in a one room school house and enhanced the lives of countless students and contributed to the strength of her community:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Eighty-fourth Legislature of the State of South Dakota, that Anna Karina Hicks be congratulated on her 100th birthday for her unselfish contributions to education and her family, as well as the positive example her life has set for the people of South Dakota.
