" Section 2. There is hereby appropriated from the general fund the sum of one dollars ($1), or so much
thereof as may be necessary, to the Department of Social Services for a statewide resource information
system.
Section 3. The secretary of social services shall approve vouchers and the state auditor shall draw
warrants to pay expenditures authorized by this Act.
Section 4. Any amounts appropriated in this Act not lawfully expended or obligated by June 30, 2020,
shall revert in accordance with the procedures prescribed in chapter 4-8.".

A civil penalty shall be assessed at the time of sentencing in addition to, and not in substitution for, any
other penalties provided by law for the offense in the amount of one hundred dollars for each violation. The
civil penalty will be imposed upon the person, party, organization, or political action committee responsible
for the violation under this Act. The civil penalty shall be deposited in the state general fund.".
