    36-25-19.1. Any person who is responsible for the installation of plumbing work shall pay a plumbing inspection fee. The plumbing inspection fee shall be the sum of a plumbing installation certificate fee plus a plumbing permit fee. The commission shall establish by rule, promulgated pursuant to chapter 1-26, the plumbing permit fee and the plumbing installation certificate fee. The plumbing permit fee for a single-family dwelling unit may not exceed seventy-five dollars. The plumbing permit fee for a multiple-dwelling unit or a public building may not exceed two hundred fifty dollars. The plumbing installation certificate fee may not exceed ten dollars.

    The number of inspections for each permit is limited to three inspections. The commission may charge a fee of fifty dollars for any inspection in excess of the three allotted inspections. ".

            A CONCURRENT RESOLUTION, Instructing the Secretary of the Department of Education to undertake a study of high school graduation requirements in this state.

    WHEREAS, in 2018, the Department of Education promulgated rules to alter the existing requirements for high school graduation in this state; and

    WHEREAS, questions continue to exist with respect to the short term and longer term impact that the new requirements will have on the ability of students to successfully pursue various ventures after graduating from high school:

    NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Ninety-Fourth Legislature of the State of South Dakota, the Senate concurring therein, that the secretary of the Department of Education undertake a study of the newly promulgated high school graduation requirements in this state and examine whether the required courses will sufficiently prepare students to meet the challenges inherent in joining the workforce or the military upon graduation, enrolling in and successfully completing a program of study at a technical college,

or entering and successfully completing a baccalaureate degree program within a four-year period, at a university;

    BE IT FURTHER RESOLVED, that the study shall include input from recent high school graduates, employers in this state, and representatives of higher education; and

    BE IT FURTHER RESOLVED, that the secretary shall report any findings and recommendations to the Executive Board of the Legislative Research Council before November 2019.

    WHEREAS, the State of South Dakota and Taiwan entered into a sister-state relationship in 1984; and

    WHEREAS, Taiwan shares the same values of freedom, democracy, rule of law, and respect for human rights with South Dakota; and

    WHEREAS, South Dakota and Taiwan have enjoyed a mutually beneficial bilateral trade relationship and anticipate continuing growth, with Taiwan ranking as South Dakota's seventh largest import country in 2017; and

    WHEREAS, negotiations for a fair and reciprocal Bilateral Trade Agreement (BTA) between Taiwan and the United States are an important step toward further strengthening bilateral trade, thereby increasing South Dakota's exports to Taiwan and promoting two-way investments; and

    WHEREAS, 2019 marks the 40th anniversary of the Taiwan Relations Act (TRA), a United State public law, which built a strong foundation for the United States-Taiwan ties, and assures the continuation of commercial, cultural, and other relations between the two sides; and

    WHEREAS, Taiwan, as a responsible stakeholder in the international community is seeking to meaningfully participate in the World Health Organization (WHO) and International Civil Aviation Organization (ICAO):

    NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Ninety-Fourth Legislature of the State of South Dakota, the Senate concurring therein, that South Dakota praises Taiwan's vibrant democracy as well as celebrates the thirty-fifth anniversary of sister-state relations with Taiwan; and that South Dakota supports the signing of a Bilateral Trade Agreement with Taiwan and welcomes even closer bilateral trade and investment ties; and that South Dakota supports Taiwan's appropriate participation in international organizations which impact the health, safety and well-being of its people.
