    On page 3, between lines 22 and 23 of the printed bill, insert:

"

    The property described in this section is subject to the reservation of an easement to the city of Brookings for a utility corridor to accommodate the future placement of all reasonably necessary utilities and infrastructure. The easement shall be issued by the commissioner of School and Public Lands upon request by the city of Brookings and shall be subject to all statutory and constitutional provisions otherwise customary and proper for the protection of the state.

    Upon request by the Board of Regents, the Governor may direct that the commissioner of School and Public Lands sell the real estate described in section 4 of this Act, or any part thereof, together with any related personal property, at public auction. The sale price may not be less than the appraised value of the property, as determined by the Board of Appraisal, in accordance with § 5-9-3, and is subject to all applicable constitutional reservations.".
