    WHEREAS, Shannon Tjaden is a physical education teacher at the Dell Rapids Elementary School, where he teaches non-traditional sports and activities including cricket, archery, kanjam, spikeball, snowshoeing, indoor bowling, and several that utilize a 4-foot-tall omnikin ball; and

    WHEREAS, Shannon Tjaden has dedicated nineteen years to teaching. After graduating with a bachelor's degree from South Dakota State University, he taught physical education in the Lead-Deadwood School district at the middle school and high school. Shannon was previously named SHAPE's Middle School Teacher of the Year in 2011; and

    WHEREAS, Shannon Tjaden also coaches the fifth grade boys' basketball team, is an assistant varsity boys' basketball coach, varsity girls' golf head coach, and is the teener baseball coach; and

    WHEREAS, the Elementary Teacher of the Year by the Society for Health And Physical Educators (SHAPE) is given to physical education teachers who conduct a quality physical education program as reflected in NASPE standards and guidelines for K-12 Physical Education programs; utilize various teaching methodologies and plans innovative learning experiences to meet the needs of all students; serve as a positive role model epitomizing personal health and fitness, enjoyment of activity, sportsmanship, and sensitivity to the needs of students; participate in professional development opportunities; and provide service to the profession through leadership, presentations, and writing:

    HC 1024 Introduced by: Representative Duvall and Senator Monroe

        A LEGISLATIVE COMMEMORATION, Celebrating and honoring the life and service of Don Rounds.

    WHEREAS, the state of South Dakota lost a true gentleman and unsung leader with the passing of Don Rounds on February 24, 2018; and

    WHEREAS, Don was born in Iroquois on August 1, 1927, to Marion and Mary Rounds, graduated from Cavour High School in 1945, and then attended Catholic Seminary at Trinity Heights College and St. Ambrose Seminarian College in Iowa for two years before deciding to return to Cavour to teach and coach; and

    WHEREAS, he joined the South Dakota National Guard in 1948 and was called to active duty during the Korean War before retiring with the rank of Major in 1982; and

    WHEREAS, Don married Joyce Reinartz in May 1953 and later raised a family of ten sons and one daughter; and

    WHEREAS, Governor Joe Foss hired Don to implement South Dakota's first state driver's licensing program in 1957 which necessitated a move to Pierre which would become his home for the next 61 years; and

    WHEREAS, Don served in a variety of positions for the next several decades including with the South Dakota State Office of Highway Safety, the South Dakota Rural Electric Association and finally, the South Dakota Petroleum Council, where he worked for nearly 20 years before retiring in 1994; and

    WHEREAS, Don consistently gave back to his community and state in a variety of ways including as a high school basketball and football official, a board member for the St. Joseph's Catholic School Home and School Association, a CCD instructor, a member of the Knights of Columbus, and serving Pierre Little League Baseball, Pierre Exchange Club, Pierre Elks Lodge, Pierre Rawlins Library Board, South Dakota Water Management Board, Countryside Hospice, and as Sergeant at Arms to the South Dakota Senate; and

    WHEREAS, he took great joy and pride in the successes of his children including Governor and Senator Mike Rounds, and state Representative Tim Rounds, along with his 36 grandchildren and 22 great-grandchildren; and

    WHEREAS, Don's life has had a lasting and notable impact on people throughout the community of Pierre, the state of South Dakota, and across the United States and beyond:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that the Legislature honors, commends, and remembers Don Rounds for his service to the people of South Dakota.

        A LEGISLATIVE COMMEMORATION, Commending and honoring Robert and JoDee Ingalls for their outstanding commitment to adoption and to family values.

    WHEREAS, Robert and JoDee Ingalls of Faith, South Dakota, have adopted seven children and provided a comfortable life and home for these children in need; and

    WHEREAS, Robert and JoDee Ingalls are parents of eleven biological children and are raising a family of eighteen children while maintaining the regular operation of a ranch in Faith, South Dakota; and

    WHEREAS, Robert and JoDee Ingalls have been recognized by the Congressional Coalition of Adoption Institute as Adoption Angels dedicated to positively impacting the lives of children:

        A LEGISLATIVE COMMEMORATION, Honoring Sylvan Vigness, a veteran of the United States Navy, who received a Purple Heart for injuries sustained during the Second World War for his outstanding commitment and dedicated service to the people of the State of South Dakota and the United States.

    WHEREAS, Sylvan Vigness has honorably and dutifully served his country as a signalman in the United States Navy and earned the Purple Heart during actions off the coast of Okinawa; and

    WHEREAS, along with sailors aboard the assault transport USS Hinsdale, Sylvan Vigness directly supported the marine landings at Iwo Jima before embarking for Okinawa; and

    WHEREAS, during the low light of early morning, the USS Hinsdale was struck in the engine room by an enemy suicide plane loaded with bombs which caused catastrophic damage and left the USS Hinsdale without power and quickly taking on water. During the explosion, Sylvan received injuries to his face and lost vision in his left eye; and

    WHEREAS, after returning to Rutland and then moving to Flandreau, Sylvan began working as an educator and eventually served as a school superintendent until his retirement in 1988:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that Sylvan Vigness be recognized for his exceptional dedication and service to the people of South Dakota and the United States of America.

        A LEGISLATIVE COMMEMORATION, Honoring and thanking Spink County Deputy Sheriff Jason Kraft for his brave and honorable service and his heroic life saving actions.

    WHEREAS, Jason Kraft has honorably and dutifully served the people of South Dakota, serving in the Spink County Sheriff's Office and in the Edmunds County Sheriff's department before that, and has served in law enforcement for over twenty years; and

    WHEREAS, after responding to a frantic 911 call on the night of January 13, 2018, and finding a 13 year old girl unconscious, turning blue, and not breathing, he quickly recognized the signs of opiate overdose; and

    WHEREAS, Jason Kraft, having received proper opiate training a month prior, quickly and effectively administered Narcan to the unconscious girl, who awoke as she was being loaded into the ambulance; and

    WHEREAS, Jason Kraft humbly denied credit for the heroic act and instead credited the ambulance crew, 911 dispatchers, and other officers; and

    WHEREAS, Jason has been a committed husband to his wife Kelly and loving father to their four children during his selfless service to his community and the members thereof:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that the Legislature recognizes and honors Spink County Deputy Sheriff Jason Kraft for his honorable and heroic service of twenty years and for his heroic life saving actions.
