" Section 4. That § 42-7B-12 be amended to read:
42-7B-12. Any person aggrieved by a final action of the commission may appeal the final action
to the circuit court pursuant to in accordance with the provisions of chapter 1-26. Notice of appeal
shall, however, be filed in writing with the commission and clerk of courts, within ten days from any
final action of the commission. However, however any denial of an application for a license under
§ 42-7B-19 is not appealable. ".
