The meeting was called to order by Chair Anderson.
SB 91: authorize the Department of Veterans Affairs to provide for the design, construction,
and equipping of a state veterans cemetery in Sioux Falls, to make an appropriation therefor,
and to declare an emergency.

Section 6. There is hereby appropriated from the general fund the sum of six hundred thousand
dollars ($600,000), or so much thereof as may be necessary, to the Department of Veterans Affairs
to provide for the design and planning work necessary for a state veterans cemetery. Expenditures
for such design and planning work may only be completed upon approval by the National Cemetery
Administration of the grant application allowed under section 5 of this act. Upon reimbursement of
these funds from the federal government these funds shall be deposited in the endowment fund
allowed under section 2 of this act.
Section 7. There is hereby appropriated the sum of six million dollars ($6,000,000), or so much
thereof as may be necessary, in federal fund expenditure authority to the Department of Veterans'
Affairs for the purposes of this Act.
Section 8. The secretary of veterans affairs shall approve vouchers and the state auditor shall
draw warrants to pay expenditures authorized by this Act.
Section 10. Whereas, this Act is necessary for the support of the state government and its existing
public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and
effect from and after its passage and approval."
