        A LEGISLATIVE COMMEMORATION, Honoring the South Dakota Association of Rural Water Systems, Inc. on being named 2017 State Association of the Year.

    WHEREAS, the South Dakota Association of Rural Water Systems, Inc. received the State Association of the Year award at the annual Tribute to Excellence awards ceremony, held on September 18, 2017, at the National Rural Water Association's WaterPro Conference in Reno, Nevada; and

    WHEREAS, the recipient of this award has demonstrated excellence in all areas of professional association operations and member service which is only accomplished by teamwork, strong leadership, and member support; and


    WHEREAS, it is fitting and proper that the South Dakota Legislature acknowledge the South Dakota Association of Rural Water Systems, Inc. for its excellence and dedication to provide the highest quality services to meet the needs of and support the collective efforts of water and wastewater systems in South Dakota:

        A LEGISLATIVE COMMEMORATION, Expressing gratitude and admiration for all the men and women who are in active military service, who are veterans, or who are or have been first responders in our state.

    WHEREAS, throughout our country's history, generations of men and women have answered the call to leave their families and their jobs, and put their futures and even their lives on the line to valiantly defend our nation and its inalienable rights; and

    WHEREAS, first responders, including professional and volunteer fire, police, emergency medical technician, and paramedic workers, tirelessly and fearlessly serve others at times of greatest need, even when it requires putting themselves in harm's way; and

    WHEREAS,  the active military members, veterans, and first responders in our state deserve to be recognized for their commitment to safety, defense, and honor, and are owed a debt of gratitude for the countless sacrifices they have made; and

    WHEREAS, for too many, the sacrifices made have ended in permanent injury or death, but yet their spirit remains in the continued protection of and service to others:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that the Legislature hereby acknowledges the tremendous contributions of the active military members, veterans, and first responders of this state and expresses to them profound gratitude and appreciation for the services and protections they provide and for the sacrifices they have made along the way.

        A LEGISLATIVE COMMEMORATION, Recognizing and congratulating Sioux Falls Little League on their historic first season of Little League Baseball in 2017.

    WHEREAS, the first-ever chartered Little League baseball game in Sioux Falls was played on May 2, 2017, and that was followed by an exciting regular season including an interleague schedule with Harrisburg Little League that ended with an in-house tournament; and

    WHEREAS, the first-ever Sioux Falls Little League All Star team was drafted and began tournament play at the East River Little League Sub District Tournament in Valley Springs, South Dakota; the team won that tournament and proceeded to win the North Dakota/South Dakota District Little League Tournament in Rapid City; and

    WHEREAS,  Sioux Falls Little League went on to win the Midwest Region Little League Tournament in Westfield, Indiana, after competing against state champion teams from Missouri, Nebraska, Iowa, Kansas, and Minnesota and then advancing to the Little League World Series in Williamsport, Pennsylvania; and

    WHEREAS, despite the team's season-ending loss to a team from Sydney, Australia, at the World Series, the opportunity to participate provided lifetime memories not only for the players on the team, but also for the coaches, families, and friends of the team from across South Dakota:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that the 2017 Sioux Falls Little League All Star team be recognized and congratulated for the team's tremendous successes in this historic first season.

        A LEGISLATIVE COMMEMORATION, Honoring and commending Jermaine Robinson and Brandon Peguese for their bravery in pulling Tami Crate from a burning vehicle and saving her life.

    WHEREAS, on September 3, 2017, Tami Crate was attempting to make a left turn when an oncoming vehicle slammed into her vehicle, the airbags deployed and within seconds, her vehicle caught on fire; and

    WHEREAS, Sioux Falls Storm players, Jermaine Robinson and Brandon Peguese, were on their way to work at that time and saw Tami slumped over in her vehicle as flames erupted from under the hood; and

    WHEREAS, the two men rushed to Tami, took turns reaching into the vehicle to attempt to free her while the wind blew flames into their faces, and were ultimately able to untangle her from the seatbelt and carry her ten feet away from her vehicle just as it became totally engulfed in flames; and

    WHEREAS, Tami suffered a broken breast bone and three broken ribs, but her life was spared and she is forever grateful to the two brave men who saved her life:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that Jermaine Robinson and Brandon Peguese be honored and commended for their heroic efforts in pulling Tami Crate from her burning vehicle.

        A LEGISLATIVE COMMEMORATION, Recognizing and congratulating the Sioux Falls Storm for the team's successes both on and off the playing field.

    WHEREAS, the Sioux Falls Storm is a professional indoor football team that joined the indoor football league as an expansion team in 2000, and has become one of the most watched indoor football teams in the country averaging close to seven thousand fans per game; and

    WHEREAS, the Storm has been led for the past fifteen years by head coach, Kurtiss Riggs, a University of Sioux Falls graduate and member of the school's athletic hall of fame, and during that time, the team has captured thirteen playoff conference titles and ten overall league playoff championships while recording a remarkable 214-37 win-loss record; and

    WHEREAS, away from the playing field, the Storm has, in the last three seasons, helped raise and distribute over $400,000 to several area charities and local families in need, and for their efforts, the Storm has been recognized as the Indoor Football League's Community Team of the Year for each of the past three seasons; and

    WHEREAS, Cory Johnsen, James Terry, Terrance Bryant, Charlie Sanders, Myniya Smith, Parker Douglass, and Tyler Knight are some of the former Storm players who have helped lead the team to their many championship seasons:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that owner, Todd Tryon; head coach, Kurtiss Riggs; and all present and former players on the Sioux Falls Storm be recognized and congratulated for the team's many successes and contributions to the Sioux Falls community and to the State of South Dakota.

        A LEGISLATIVE COMMEMORATION, commending and honoring Neil Putnam, a member of the Mitchell School District Board of Education, on his selection as the Associated School Boards of South Dakota Outstanding School Board Member of South Dakota for 2017.

    WHEREAS, Neil has served the Mitchell School Board for seventeen years and is highly visible in his community and engaged with the many activities taking place in the school district; and

    WHEREAS, Neil, over the years, has been a strong advocate for kids and a true advocate for public education, serving in leadership roles not only locally, but also as President of ASBSD in 2011-2012 and for multiple years on ASBSD's Executive Committee; and

    WHEREAS, Neil's advocacy efforts expand beyond the borders of South Dakota as he
represents his home state on the National School Board Association Board of Directors as a
Western Region Director, which lends South Dakota's voice to national educational policy; and

    WHEREAS, Neil is an exemplary leader in and advocate for public education and for nearly twenty years has worked tirelessly to ensure the students in this great state and nation have a high quality public education:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that Neil Putnam, of Mitchell, South Dakota, is hereby honored on his selection as the Outstanding School Board Member of South Dakota for 2017, and is designated as an official representative of the state and urged to continue in his efforts to seek improvement of the educational opportunities for the K-12 students of the state.
