    BE IT REMEMBERED, That on the ninth day of January, A.D., two thousand eighteen, at the hour of twelve o'clock meridian, on the second Tuesday in January, being the day and hour fixed by the Constitution of the state of South Dakota for the convening of the Legislature, the Ninety-third regular session of the House of Representatives in the Capitol, in the city of Pierre, in the county of Hughes, and the state of South Dakota, the seat of government thereof, was called to order by Speaker G. Mark Mickelson.

    The following prayer was offered by Rev. Dan Bader, Pierre/Fort Pierre Ministerial Association, Pierre, South Dakota:
    
    God of grace, as our elected leaders within these House Chambers begin this legislative year and they come with hopes, dreams and concerns for our state and the people that make this wonderful place their home...may they always be mindful that they also come bearing the great responsibility of hard decision making, of seeking justice, of doing what is right as they serve the people...all the people...those who claim as their home the majesty of the Black Hills, or the wide open beauty of our prairies, or the farm lands which produce the food which feeds people, to those who live and work in our towns and communities as well as those who live in places or on lands where opportunities are much more limited.

    So I pray this day for all the people who claim the State of South Dakota as their home.

    I also pray for our leaders who serve in these House Chambers, for the staff, the pages and interns as they work together for the greater good of the people and of our state.

    We pray for wisdom in the decisions that are made.

    We pray for the integrity to be honest.

    We pray for the generosity to share.


    We pray for humility that is required if we are to truly set aside ourselves and be diligent in serving all people.

    Lord be our guide. Amen.

        A LEGISLATIVE COMMEMORATION, Honoring Arlene Kvislen for her outstanding commitment and dedicated service to the State of South Dakota, the Legislature, and the South Dakota House of Representatives.

    WHEREAS, Arlene Kvislen has dutifully served the Legislature for twenty years with fifteen years as First Assistant of the House of Representatives and five years as Chief Clerk of the House of Representatives over a total of 748 legislative days. Arlene also served the House of Representatives for six special sessions over nine days; and

    WHEREAS, Representatives Hagg, Hunt, Eccarius, Michels, Deadrick, Rave, Rausch, Gosch, Wink, and Mickelson served as Speaker during Arlene's tenure. Arlene's exceptional performance earned her the utmost respect of the 318 Representatives who served throughout her tenure working for the Legislature; and

    WHEREAS, during Arlene's tenure, 5,612 Bills, 99 Joint Resolutions, 364 Concurrent

Resolutions, and 705 House Commemorations were introduced in the House of Representatives. While serving as Chief Clerk of the House of Representatives, Arlene signed 670 House Bills and 566 Senate Bills that were passed by the Legislature; and

    WHEREAS, Arlene's impeccable knowledge of legislative rules enabled the front desk staff to operate as a finely-tuned team under her leadership. Arlene showed exemplary performance, outstanding character, leadership, loyalty, dedication, and commitment to the House of Representatives, the Legislature, and the State of South Dakota; and

    WHEREAS, when not serving the Legislature, Arlene enjoys traveling, boating, sewing, and spending time with her family and friends:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Ninety-Third Legislature of the State of South Dakota, that Arlene Kvislen be recognized for her exceptional dedication through twenty years of service to the House of Representatives, the Legislature, and the State of South Dakota.

    Rep. Qualm moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate relative to the joint rules for the two houses for the Ninety-third Legislative Session.

    Rep. Qualm moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate to make arrangements for legislative days for members, officers, and employees of the House and Senate.

    Rep. Qualm moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate for the purpose of setting the compensation schedule of the elective and appointive officers and employees of the House and Senate for the Ninety-third Legislative Session, pursuant to SDCL 2-5-8, with the full power to act, and that such compensation schedule be filed with the Director of the Legislative Research Council and the State Auditor.

    Rep. Qualm moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate for the purpose of conferring with the Director of the Legislative Research Council in regard to making arrangements for the distribution of the official directory, House and Senate journals and bills, and other legislative printing for the two houses and the state offices, with the full power to act.

    Rep. Qualm moved that a committee of four on the part of the House be appointed to meet with a committee of three on the part of the Senate to arrange for a memorial recognition of deceased former members of the House and Senate.

    Lord, thank you for this beautiful and exciting day for the beginning of this legislative session.

    As we look ahead to the research, and discussions, and decisions that surely will come, we ask that Your Spirit would guide each step of our way.

involved.

    May the decisions made in this legislative session be for the greatest benefit - for the most people of our state.
