    On page 3, line 18, delete "shall only vote as an" and insert "acting as the mayor shall only vote as an alderman.".

    On page 3, line 19, delete "alderman in the absence of the mayor".

    On page 3, line 24, after "shall constitute" insert "or appointed".

    On page 4, line 1, delete "However, a majority of" and insert "When a seat on a council is vacant due to removal, resignation, death, or by operation of law, the quorum consists of the majority of the members of the council who remain qualified".
