"    Section 12. That the code be amended by adding a NEW SECTION to read:

    No political subdivision of the state may require any permits, licenses, permit fees, or license fees upon the operation of a mechanical or electronic amusement device except for the tax imposed upon the gross receipts derived from such devices pursuant to chapter 10-52.".
