" Section 1. There is hereby appropriated from the budget reserve fund the sum of eight
hundred eighty-five thousand dollars ($885,000), or so much thereof as may be necessary, to the
secretary of state for the purpose of updating the computerized data systems in the Office of the
Secretary of State.
Section 2. The entire amount appropriated pursuant to section 1 of this Act shall be repaid
to the budget reserve fund. The repayment to the budget reserve fund shall take no longer than
four years from the date of the appropriation pursuant to section 1 of this Act. Starting on
June 1, 2017, the secretary of state shall make annual payments based upon a fifteen year
amortization schedule for the outstanding balance due to the budget reserve fund.
Section 3. The secretary of state shall approve vouchers and the state auditor shall draw
warrants to pay expenditures authorized by this Act.
Section 4. Any amounts appropriated in this Act not lawfully expended or obligated shall
revert in accordance with the procedures prescribed in chapter 4-8."
