    SCR 8 Introduced by: Senators Lederman, Brown, Heinert, Rave, Solano, and Sutton and Representatives Bolin, Anderson, Dryden, Hawley, Mickelson, Ring, Stalzer, Stevens, Verchio, Westra, and Wiik


        A CONCURRENT RESOLUTION, Condemning the growing anti-Semitism in certain countries and extending an invitation to Jewish families from around the world to South Dakota.

    WHEREAS, Judaism as a faith has been in existence for over three thousand years with over eleven million people practicing worldwide; and

    WHEREAS, people of the Jewish faith have recently suffered inexcusable anti-Semitic attacks, including a tragic attack when a gunman walked into a kosher market in Paris, taking hostages, killing four people, and sending shock and fear through the Jewish community; and

    WHEREAS, in addition to the Paris attack, numerous Jewish grave stones have been desecrated, many Jewish stores have been attacked, and immeasurable amounts of Jewish graffiti has been scrawled all over Paris; and

    WHEREAS, growing anti-Semitism is not exclusive to France, with a violent attack on a Jewish film director and a Jewish security guard in Copenhagen, Denmark, and over one thousand one hundred anti-Semitic incidences recorded last year in Britain alone; and

    WHEREAS, these anti-Semitic aggressions have caused fear and terror to a degree that has caused a mass exodus of Jewish immigrants leaving France, with around 2,000 Jews leaving France every year until 2013, when it grew to 3,400 Jews, and doubling in 2014 when over 7,000 Jews left the country; and

    WHEREAS, South Dakotans believe no person of any faith should have to fear for their well-being due to his or her beliefs, and the free exercise of religion is an inalienable human right; and

    WHEREAS, the first Jews to settle in South Dakota found opportunity with the United States Homestead Act, seeking the freedoms of unsettled grasslands; and

    WHEREAS, South Dakotans know the value of practicing a faith, support strong convictions of freedom of religion, and appreciate a diversity of faith in the state; and

    WHEREAS, South Dakota offers an acceptance of faith, friendly people, and a safe and welcoming place to raise a family; and

    WHEREAS, a flourishing Jewish community in the state will increase diversity, bring about worldly perspectives, and allow South Dakotans to develop meaningful and long-lasting relationships with people of a different faith:

    NOW, THEREFORE, BE IT RESOLVED, by the Senate of the Ninetieth Legislature of the State of South Dakota, the House of Representatives concurring therein, that this Legislature, and the good citizens of South Dakota, denounce and condemn the growing anti-Semitism in many European and Middle-Eastern countries and encourage the swift and attentive action of the leaders of each respective country in dealing with and eliminating the dangerous discrimination Jews face every single day; and

    BE IT FURTHER RESOLVED, that South Dakota extends a warm welcome to both French Jews, and those of the Jewish faith experiencing discrimination or danger around the world, to join the good people of South Dakota and enjoy a safe, welcomed, and prosperous life in this beautiful state.

    WHEREAS, the South Dakota Army National Guard's 153rd Engineer Battalion was presented the MG Milton A. Reckord Trophy at the 2014 National Guard Association of the United States conference on August 25, 2014; and

    WHEREAS, the Reckord Trophy is presented to the most outstanding Army National Guard battalion each year; and

    WHEREAS, the selection is based on overall combat readiness and the unit's performance with respect to all other Army National Guard units in personnel strength, individual and crew served weapons firing, the army physical fitness test, unit alerts, unit manning, skill level qualifications, retention, drill attendance, operational readiness inspections, outstanding accomplishments, and special missions all being factors in the evaluation and selection; and

        A LEGISLATIVE COMMEMORATION, Commending and honoring the West Central High School Track and Cross Country Teams for their accomplishments.

    WHEREAS, the West Central Girls Track Team placed 4th overall and the West Central Boys Track Team placed 7th overall at the South Dakota State A Track Meet; and

    WHEREAS, the West Central Boys Cross Country Team won all but one meet in the 2014 season. The team was the Dakota XII Champions, Region 2A Champions, and the Boys State A Cross Country Champions, with Derick Peters placing 11th, Ryan Titus placing 14th, Braden Peters placing 21st, Gabe Smith placing 27th, Taylor Otheim placing 42nd, and Benjamin Miles placing 48th; and

        A LEGISLATIVE COMMEMORATION, Honoring Macy Miller of Mitchell, South Dakota, for an outstanding high school basketball career.

    WHEREAS, Macy Miller, in the 2013-2014 women's basketball season for the Mitchell Kernels, averaged 30.7 points, 8.0 rebounds, 5.1 steals, 3.7 assists, and 1.4 blocks per game while shooting 58% from the field; and

    WHEREAS, Macy Miller broke eight Mitchell Kernels basketball records during her final season setting records for most points scored in a school career (1,921), in a season (768), and in a game (49), as well as records in steals in a season (197), and career (294); and

    WHEREAS, Macy Miller also established season records in field goals (269), number of free throws, and percent of free throws (213 of 231 for 92%); and

    WHEREAS, Macy Miller's 768 points in one season sets the state record for all three classes, and her 103 points during the Class AA State Tournament also sets a Class AA State Tournament record; and

    WHEREAS, Macy Miller was named the Gatorade Player of the Year, not only due to her excellence on the court, but her superior performance academically and dedication to volunteer work. Macy Miller was named South Dakota Miss Basketball and South Dakota Basketball Coaches Association Class AA Player of the Year and honored with the Spirit of Su Award; and

    WHEREAS, Macy Miller, as a freshman, is a starting guard for the SDSU Jackrabbits:

    WHEREAS, Dr. Bentz has been active in his church and various community organizations and has led numerous fundraising drives for community improvement projects; and

    WHEREAS, Dr. Bentz has mentored many medical students as the local physician coordinator for the Platte unit of the Frontier and Rural Medicine (FARM) program; and

    WHEREAS, Dr. Bentz has been both a pioneer and leader in family and rural medicine; and

    WHEREAS, Kendra Peterson has shown loyalty to her community by being an active member of volleyball, high school rodeo, and FFA, while a student at Sisseton High School. Kendra is a 4-H Sisseton Roping Club member and upon completion of college, returned to her family's ranch and remains an asset to the community; and

    WHEREAS, Kendra has shown incredible determination in the sport of rodeo and at the Miss Rodeo South Dakota contest won the appearance, horsemanship, and photogenic categories; and

    WHEREAS, Kendra comes from a strong tradition of rodeo queens with the last four rodeo queens calling northeast South Dakota home; and

    WHEREAS, Kendra was successful in earning a degree from the University of Minnesota at Crookston majoring in accounting and minoring in agricultural business; and

    WHEREAS, Kendra has distinguished herself as a rodeo queen in South Dakota's official state sport, and as such, has consistently fulfilled her honorary role as an ambassador for the State of South Dakota all over the United States:
