    On page 4, after line 11 of the printed bill, insert:

"    Section 6. That § 13-23-1 be amended to read as follows:

    13-23-1. The school board shall have the power to establish and discontinue attendance centers by resolution of the board. However, no school board may establish an attendance center outside of the geographic boundaries of the school district or regularly provide instruction to enrolled students in any physical location outside of the boundaries of the school district, and the secretary of education may suspend or revoke the accreditation of any school found to be in violation of this provision. An action to close an operating school shall be taken by December first prior to the closure. However, if an emergency exists, the board may close the school after notice to the patrons. ".
