Section 23. The governing body of the township may, by resolution, impose the tax levy
provided in section 22 of this Act with an affirmative two-thirds vote of the governing body on
or before July fifteenth. The decision of the governing body to impose the tax levy shall be
published within ten days of the decision and shall be published at least twice in each legal
newspaper designated by the township. The decision to impose the tax levy provided in section
22 of this Act shall be referred to a vote of the people for its approval or disapproval.".
