    Section 1. That chapter 34-44 be amended by adding thereto a NEW SECTION to read as follows:

    No single family home or rental property constructed prior to 1980 is exempt from the provisions of §§ 34-44-8 or 34-44-9.

    If an owner, operator, or person soliciting bids, proposals, or quotations for any project in a single family home or rental property constructed prior to 1980 suspects asbestos, the suspected asbestos shall be tested before any other action that may disturb the suspected asbestos is taken."
