    The House convened at 2:00 p.m., pursuant to adjournment, the Speaker presiding.

    The prayer was offered by the Chaplain, Pastor Brad Urbach, followed by the Pledge of Allegiance led by House page Tiara Tingle.

    The Committee on State Affairs respectfully reports that it has had under consideration HB 1013 and returns the same with the recommendation that said bill be amended as follows:

    On page 1, between lines 11 and 12 of the printed bill, insert:

"    Section 2. It is in the public interest that the South Dakota Building Authority contract for the construction of a visitor center at Custer State Park, including engineering and bonding services, site preparation, and construction of improvements. The Building Authority may finance this project, including the issuance of revenue bonds not to exceed one million dollars ($1,000,000), in accordance with this Act and chapter 5-12.".


    On page 2, line 2, delete "section 1" and insert "sections 1 and 2".

    On page 2, line 2, delete "the section" and insert "these sections".

    On page 2, between lines 7 and 8, insert:

"    Section 5. The Department of Game, Fish and Parks may make and enter into a lease agreement with the Building Authority and make rental payments under the terms of the agreement for the purposes of this Act, pursuant to chapter 5-12, from fund appropriations or from gifts, contributions, or other sources.".

    On page 1, line 3, delete "Park at Blood Run".
