    BE IT REMEMBERED, That on the fourteenth day of January, A.D., two thousand fourteen, at the hour of twelve o'clock meridian, on the second Tuesday in January, being the day and hour fixed by the Constitution of the state of South Dakota for the convening of the Legislature, the Eighty-ninth regular session of the House of Representatives in the Capitol, in the city of Pierre, in the county of Hughes, and the state of South Dakota, the seat of government thereof, was called to order by Jason M. Gant, the Secretary of State of the state of South Dakota.

    The following prayer was offered by Pastor Sarah Goldammer, Pierre/Fort Pierre Ministerial Association, Pierre, South Dakota:

    Let us pray:

    Almighty and everlasting God, we thank You for this day as we gather for the beginning of the 2014 Legislative Session. We give You thanks for the men and women who gather here this day and the days to come. We ask that You grant them wisdom, patience, and insight as they gather and work for the common good of the people of South Dakota. We thank You for their willingness, gifts, talents, and perspectives. We ask that all who come together to do this important work would have safe travels, good health, and Your wisdom. In Your name we pray. Amen.

    HCR 1001 Introduced by: Representatives Sly, Dryden, Duvall, Haggar (Don), Haggar (Jenna), Hajek, Tyler, and Verchio and Senators Tidemann, Hunhoff (Jean), Van Gerpen, and Welke at the request of the Interim Education Funding Formula Study Committee

        A CONCURRENT RESOLUTION, Encouraging school districts to build on their individual strengths by working together with other school districts to provide a rich educational opportunity for all students.

    WHEREAS, school districts across the state, and especially those in remote, rural areas, sometimes lack the staff and resources needed to provide students with the course offerings, co-curricular activities, or other educational services or opportunities that are necessary or would serve to enhance the students' learning and educational experiences; and

    WHEREAS, by working together, school districts can overcome many of the challenges they face by sharing programs, equipment and other resources, and staff, including administrators, teachers, and counselors; and

    WHEREAS, the use of technology in recent years has allowed school districts to share curriculum, teachers, and programs much more efficiently and effectively by taking away many of the costs and geographic barriers that once prevented such collaboration; and

    WHEREAS, these cooperative efforts among school districts not only benefit students, but they also benefit the entire communities in which the students live, and all the state's citizens:

    NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Eighty-Ninth Legislature of the State of South Dakota, the Senate concurring therein, that the South Dakota Legislature supports and appreciates all the collaboration that is already taking place among the state's school districts, and encourages further cooperative efforts to provide all the state's students with the best educational opportunities possible.

    HCR 1002 Introduced by: Representatives Sly, Dryden, Duvall, Hajek, and Tyler and Senators Tidemann, Hunhoff (Jean), Sutton, Van Gerpen, and Welke at the request of the Interim Education Funding Formula Study Committee

        A CONCURRENT RESOLUTION, Recognizing the teacher shortage in this state and the difficulties school districts in South Dakota face in attracting and retaining qualified teachers.

    WHEREAS, school districts across the state, and especially in the rural areas, are struggling to keep good teachers and to fill teacher vacancies; and finding teachers for mathematics, science, special education and other areas of critical need is particularly difficult; and

    WHEREAS, this shortage is due to a variety of reasons including the financial hardships that many school districts have recently endured which caused them to ask teachers to do more with less, and in some instances, to freeze or even cut teacher pay for one or more years, and to reduce the benefits provided to teachers; and

    WHEREAS, fewer and fewer college students in the state are seeking education degrees with plans to enter the teaching profession, and many of those already in the teaching profession are leaving it to pursue other opportunities; and

    WHEREAS, the salaries paid to teachers in some surrounding states are significantly higher than the salaries paid to teachers in South Dakota, and that is enticing some of our teachers to cross the state border:

    NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Eighty-Ninth Legislature of the State of South Dakota, the Senate concurring therein, that the South Dakota Legislature recognizes that teachers are in short supply in this state, and that school districts of all sizes are now struggling to retain qualified teachers and to fill teacher vacancies; and

    BE IT FURTHER RESOLVED, that this Legislature joins school officials in acknowledging that teachers are a highly valued resource in this state, and in exploring tuition reimbursement programs and other programs or policies that could help attract more good people into the teaching profession in South Dakota, and to keep the good teachers that are already here.

JOINT SESSION

    Pursuant to the report of the Joint-Select Committee, the Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message from the Governor, Dennis Daugaard. The President of the Senate, Matt Michels, presided.

    Sen. Rave moved that a committee of three on the part of the Senate and a committee of four on the part of the House be appointed to escort the Honorable Dennis Daugaard, Governor of the State of South Dakota, to the rostrum.
