An Act to make an appropriation for the construction of historical exhibits and to declare an emergency at the Cultural Heritage Center.

Be it enacted by the Legislature of the State of South Dakota:

Section 1. There is appropriated $1,500,000 in other fund expenditure authority, to the Department of Education, for increased costs related to constructing, renovating and modernizing historical exhibits at the Cultural Heritage Center, as authorized in 2022 Session Laws, chapter 240, section 1.

Section 2. There is appropriated $1,500,000 in other fund expenditure authority, to the Department of Tourism, for the purpose of providing a grant to the Department of Education to renovate and modernize historical exhibits The state treasurer shall transfer $1,500,000 from the tourism promotion fund to the other activities fund within the Department of Education, for the purpose set forth in section 1 of this Act.

Section 3. The secretary of the Department of Education shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized in section 1 of this Act.

Section 4. The secretary of the Department of Tourism shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized in section 2 of this Act.

Section 4. Any amounts appropriated in this Act not lawfully expended or obligated shall revert in accordance with the procedures prescribed in chapter 4-8.

Section 5. Whereas, this Act is necessary for the support of the state government and its existing public institutions, an emergency is hereby declared to exist, and this Act shall be in full force and effect from and after its passage and approval.
