AMENDMENT 1197A FOR THE INTRODUCED BILL

An Act to permit a teacher to assist a student in objectively reviewing scientific information.

Be it enacted by the Legislature of the State of South Dakota:

Section 1. That a NEW SECTION be added to chapter 13-33:

A teacher employed by a school district may assist a student enrolled in a school district to analyze, critique, review, and understand, in an objective and scientific manner, the strengths and weaknesses of any scientific information presented in a course that is aligned with the content standards established pursuant to § 13-3-48.

For purposes of this section, "objective and scientific manner," means the disposition or attitude toward the study of natural and observable phenomena, which attempts to conform the mind of an individual perceiver to the manifest and intelligible nature of the thing being perceived by:

(1) Making a hypothesis based on an observed phenomenon;

(2) Conducing experimentation corresponding to the hypothesis made; and

(3) Drawing conclusions from the results of the experimentation to inform and refine or reform the hypotheses.
