An Act to prohibit the award or use of state moneys for the research, production, promotion, sale, or distribution of cell-cultured protein.
Be it enacted by the Legislature of the State of South Dakota:
Section 1. That a NEW SECTION be added to chapter 39-5:
Except as otherwise provided for in this section, no state moneys may be awarded or used, directly or indirectly, for research, production, promotion, or the sale or distribution of cell-cultured protein.
For purposes of this section, "cell-cultured protein" means a product produced for use as human food, made wholly or in part from any cell culture or the DNA of a host animal, and grown or cultivated outside a live animal.
Nothing
in this section prohibits the award of moneys to or the use of moneys
by an institution under the control of the Board of Regents
The prohibition in this section does not apply to the Board of
Regents, any institution under the control of the Board of Regents,
or any state agency carrying out regulatory functions specific to
meat labeling.
