    21-10-33. For the purposes of §§ 21-10-28 to 21-10-34, inclusive, a sport shooting range is an area designed and operated for the use of rifles, shotguns, or pistols as a means of silhouette, skeet, trap, black powder, or other sport shooting. A sport shooting range includes any shooting range located on public or private land or operated by a private entity or by a public entity, and includes a law enforcement shooting range. "

        A CONCURRENT RESOLUTION, Making a formal application to Congress to call a limited constitutional convention for the sole purpose of proposing for ratification an amendment to the Constitution providing that an increase in the federal debt requires approval from a majority of the legislatures of the separate states.

    WHEREAS, Article V of the Constitution of the United States provides authority for a Convention to be called by the Congress of the United States for the purpose of proposing amendments to the Constitution upon application of two-thirds of the legislatures of the several states; and

    WHEREAS, the Legislature of the State of South Dakota favors the proposal and ratification of an amendment to said Constitution which shall provide that an increase in the federal debt requires approval from a majority of the legislatures of the separate States:

    NOW, THEREFORE, BE IT RESOLVED, by the Senate of the Eighty-Eighth Legislature of the State of South Dakota, the House of Representatives concurring therein, that, as provided for in Article V of the Constitution of the United States, the Legislature of the State of South Dakota herewith respectfully applies for an amendments convention to be called for the purpose of proposing an amendment which shall provide that an increase in the federal debt requires approval from a majority of the legislatures of the separate States; and

    BE IT FURTHER RESOLVED, that the amendments convention contemplated by this application shall be entirely focused upon and exclusively limited to the subject matter of proposing for ratification an amendment to the Constitution providing that an increase in the federal debt requires approval from a majority of the legislatures of the separate States; and

    BE IT FURTHER RESOLVED, that this application constitutes a continuing application in accordance with Article V of the Constitution of the United States until at least two-thirds of the legislatures of the several states have made application for an equivalently limited amendments convention; and

    BE IT FURTHER RESOLVED, that a certified copy of this application be dispatched by the secretary of state, to the President of the United States Senate, to the Speaker of the United States House of Representatives, to each member of the applicant's delegation to the United States Congress, and to the presiding officers of each house of the several state legislatures, requesting their cooperation in applying for the amendments convention limited to the subject matter contemplated by this application.

        A LEGISLATIVE COMMEMORATION, Honoring Mrs. Tonda Kirton on her selection as Hood Magazine's Teacher of the Year.

    WHEREAS, this is the first year Hood Magazine of Sioux Falls has launched its Teacher of the Year Award, through nominations submitted by students from preschool, elementary, and middle schools in the area; and


    WHEREAS, Mrs. Kirton was nominated by Macy Rott, a fifth grader in her class from the Harrisburg School District; and

    WHEREAS, Hood Magazine selected Mrs. Kirton based on inspiration to students, nontraditional teaching methods, and involvement in activities throughout the school:

    WHEREAS, the United States Department of Education grants the National Blue Ribbon Award to public and private elementary, middle, and high schools where students perform at very high levels or where significant improvements are being made in the students' level of achievement; and
    
    WHEREAS, Parker Elementary School is one of three schools in the state of South Dakota, and is among two-hundred sixty-nine nationwide winners, to receive the award in 2012; and
    
    WHEREAS, Parker Elementary School and the South Dakota schools that received this award are examples of exemplary schools within South Dakota:

        A LEGISLATIVE COMMEMORATION, Commending and honoring the White River Tigers Boys Basketball Team for its 2012 State Class B Basketball Championship.


    WHEREAS, the White River Tigers Boys Basketball Team, coached by Eldon Marshall and Jared Bouman, finished its season record with twenty-five wins and one loss in 2012; and
    
    WHEREAS, the White River Tigers Boys Basketball Team formed a cohesive group with contributions from all of its players in 2012, including Gilbert Morrison, Nic Waln, Wyatt Krogman, Logan Tucker, Matthew Gillen, Joe Cameron, Travis Burbank, Cory Rogers, Tre Iyotte, Vincent Charging Hawk, Bubba Young, and Cody Young; and
    
    WHEREAS, two players from the White River Tigers Boys Basketball Team, Wyatt Krogman and Nic Waln, were selected to the 2012 All-Tournament Team. In addition, Krogman received First Team All-State and Waln received Second Team All-State recognition:
    
    NOW, THEREFORE, BE IT COMMEMORATED, by the Eighty-Eighth Legislature of the State of South Dakota, that the White River Tigers Boys Basketball Team be commended and honored for winning the 2012 State Class B Boys Basketball Championship.
