    On page 1, delete lines 7 to 11, inclusive, and insert "Executive Board of the Legislative Research Council, a member of the House appropriations committee, and seven other members of

the Legislature to be appointed by the Executive Board of the Legislative Research Council appointed by the speaker of the House and a member of the Senate appropriations committee appointed by the president pro tempore of the Senate as ex officio members. In addition, the committee shall include three members of the House of Representatives appointed by the speaker of the House and three members of the Senate appointed by the president pro tempore of the".


    On page 2, after line 8, insert:

"    Section 2. That § 2-6-29 be amended to read as follows:

    2-6-29. The Legislature's Planning Committee shall select a chair and a vice chair and shall be provided with staff assistance from the Legislative Research Council. The chair and vice chair shall be from different Houses. ".

    On the House engrossed bill, delete everything after the enacting clause and insert:

    "
    Section 1. There is hereby established the South Dakota Task Force on School Safety. The task force shall review and consider opportunities to improve school safety for K-12 education that include:

            (1)    Measures to protect the safety of all children and staff within the K-12 public school system;

            (2)    The identification of potential vulnerabilities; and

            (3)    The improvement of collaboration and communication among law enforcement, the Department of Public Safety, and public school leaders.

    Following the review, the task force shall develop a recommendation to improve public school safety that may include infrastructure improvements, access to law enforcement, and a sentinel program.

    The task force shall report its initial findings to the Legislature and to the Governor no later than November 1, 2013, and the task force shall terminate on July 1, 2014.



    Section 2. The South Dakota Task Force on School Safety shall consist of the following members:

            (1)    Three members of the Senate, no more than two of whom may belong to the same political party, appointed by the president pro tempore of the Senate;

            (2)    Three members of the House of Representatives, no more than two of whom may belong to the same political party, appointed by the speaker of the House of Representatives;

            (3)    The secretary of the Department of Education;

            (4)    The secretary of the Department of Public Safety;

            (5)    Two law enforcement officers from sheriffs' offices appointed by the president pro tempore of the Senate;

            (6)    Two law enforcement officer from a police department appointed by the speaker of the House of Representatives;

            (7)    Three school administrators, one each from a large school, mid-size school, and small school appointed by the speaker of the House of Representatives;

            (8)    Three school board members appointed by the president pro tempore of the Senate;

            (9)    Three members appointed by the Governor;

            (10)    The Attorney General or the Attorney General's designee;

            (11)    One member selected by the South Dakota Education Association;
    
    (12)    One member selected by the South Dakota School Boards Association ;and

    (13)    One member selected by the School Administrators of South Dakota

    The Governor shall appoint one chairperson from the members of the selected task force."
