    "    Section 1. That chapter 6-1 be amended by adding thereto a NEW SECTION to read as follows:

    Notwithstanding the provisions of §§ 7-18-3, 9-18-1, and 13-8-35, each board of county commissioners, governing board of a municipal corporation, and school board shall provide on its website the total dollar amount paid to each employee and officer for the employer's share of Federal Insurance Contributions Act (FICA), Supplemental Security Income (SSI), retirement, any nonprofessional membership fee, and the average amount paid per employee or officer for health insurance. If there is no website available, the information shall be published in the legal newspaper of the governmental entity."

"    Section 2. That § 3-8-6 be amended to read as follows:

    3-8-6. The compensation and expenses of all officers and employees, payable out of the state treasury, shall be paid at least once each calendar month, but no officer or employee may be paid in advance for any period of service. The Bureau of Finance and Management shall publish in at least four newspapers of general circulation in different parts of the state a complete list of the salaries and benefits of all officers and employees of the State of South Dakota at the beginning of each fiscal year and thereafter shall publish once any salary and benefit paid to any officer or employee who has been added or whose salary or benefit has been increased. The Bureau of Finance and Management shall designate pay periods for all payroll systems utilizing funds from the state treasury. ".
