An Act to require a percentage of signatures on a petition to initiate a constitutional amendment to be obtained from each legislative district.
Be it enacted by the Legislature of the State of South Dakota:
Section 1. That § 2-1-1 be AMENDED:
2-1-1.

signed by not less than five percent of the qualified electors of the
state.

constitutional amendment proposed by initiative may only be presented
by a petition signed by qualified voters equal in number to at least
ten percent of the total votes cast for Governor in the last
gubernatorial election. No
