"    Section 10. There is hereby appropriated from the general fund the sum of two hundred fifty thousand dollars ($250,000), or so much thereof as may be necessary, to the Department of Education to fund a grant program to support the implementation of the school sentinel program.

    Section 11. The secretary of education shall approve vouchers and the state auditor shall draw warrants to pay expenditures authorized by this Act.

    Section 12. Any amounts appropriated in this Act not lawfully expended or obligated by June 30, 2014, shall revert in accordance with the procedures prescribed in chapter 4-8.

In addition, no request for proposal, warrant, voucher, emergency response plan, policy manual, or other document relating to the school sentinel program or other safety measures implemented by a school board is open to inspection by the public pursuant to subdivision 1-27-1.5(8).".
