    The Board of Veterinary Medical Examiners shall promulgate rules pursuant to chapter 1-26 to set the application fee and establish continuing education, reciprocity, discipline standards, and liability insurance requirements for persons performing equine teeth floating services. The application fee may not exceed twenty-five dollars.".
