    BE IT REMEMBERED, That on the eighth day of January, A.D., two thousand thirteen, at the hour of twelve o'clock meridian, on the second Tuesday in January, being the day and hour fixed by the Constitution of the state of South Dakota for the convening of the Legislature, the Eighty-eighth regular session of the House of Representatives in the Capitol, in the city of Pierre, in the county of Hughes, and the state of South Dakota, the seat of government thereof, was called to order by Jason M. Gant, the Secretary of State of the state of South Dakota.

    The following prayer was offered by Pastor Brad Urbach, Pierre/Fort Pierre Ministerial Association, Pierre, South Dakota:

    Let us pray:

    Heavenly and gracious Father, we thank You for this day in which our 2013 Legislative Session begins. We are grateful for willing men and women who gather for the well-being of the people of this state, a land of infinite variety of landscapes, people, and faiths.

    We thank You for the talents, perspective, and long hours they will put into this session. Endow them with Your wisdom so that the legislation which they create and pass will be for the common good of the people of South Dakota. We also ask Your blessing upon all branches of our South Dakota state government and for the support staff of state agencies that assist this legislative process.

    So Father bless this day, grant good health, safe travels, and divine wisdom upon those who serve in this House of Representatives. This I ask in Christ's name. Amen.

JOINT SESSION

    Pursuant to the report of the Joint-Select Committee, the Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message from the Governor, Dennis Daugaard. The President of the Senate, Matt Michels, presided.

    The following prayer was delivered by Pastor Brad Urbach, Pierre/Fort Pierre Ministerial Association, Pierre, South Dakota:

    Holy Father, creator of the heavens and the earth, bless the women and men of our House of Representatives and our Senate as we gather in the legislative session. Bless as well our Governor and his vision for the well-being of our state. Guide our Supreme Court Justices as they ponder important issues that affect our state. Grant all these gathered in this place, wisdom from on High.

    Guide us Father so that with that wisdom that we will make decisions that are responsive to the needs of our citizens while being responsible stewards of the resources that our state possesses.

    We are grateful for this day and we ask that the noble work of this Capitol may be pleasing in your sight. These things I ask in our Lord's Holy name. Amen.
