AMENDMENT HJR5001A FOR THE INTRODUCED BILL

A JOINT RESOLUTION, To apply for a convention of states underRescinding a House Joint Resolution under Article V of the Constitution of the United States, to impose fiscal restraints on the federal government, to limit the power and jurisdiction of the federal government, and to limit the terms of office for federal officials and members of Congress.

Be it resolved by the House of Representatives of the State of South Dakota, the Senate concurring therein:

WHEREAS, the Legislature of the State of South Dakota, in 2015, adopted House Joint Resolution 1001, applying for a constitutional convention, under the call of Congress, for the sole purpose of altering the Constitution of the United States of America:

NOW, THEREFORE, BE IT RESOLVED, by the House of Representatives of the Ninety-Seventh Legislature of the State of South Dakota, the Senate concurring therein, that House Resolution 1001, adopted in 2015, be rescinded; and

BE IT FURTHER RESOLVED, that all other states whose legislatures have applied for an Article V convention of the states regarding a federal balanced budget be encouraged to rescind their applications; and

BE IT FURTHER RESOLVED, that the secretary of state transmit copies of this resolution to the President of the United States, the Speaker and Clerk of the United States House of Representatives, the President and Secretary of the United States Senate, the members of the South Dakota congressional delegation, and the Governor of the State of South Dakota, attesting the adoption of this resolution by the Legislature of the State of South Dakota.
