Section 4. That a NEW SECTION be added:
5-25-2.2. Aircraft operation records--Quarterly report.
The Department of Transportation shall keep and maintain a comprehensive flight record for each aircraft in its fleet detailing, for each flight:
(1) The purpose for using the aircraft;
(2) The persons onboard the aircraft;
(3) The cost of operating the aircraft;
(4) The person, office, department, institution, board, or agency of this state expending funds to utilize the aircraft; and
(5) The departure point, waypoints, destination, and departure and landing times at each location.
The Department of Transportation shall compile these records and present them and a written report, quarterly, to the interim Joint Committee on Appropriations or the Joint Committee on Appropriations. The department has thirty days from the end of the quarter to submit the report to the committee.
