    On the printed bill, delete everything after the enacting clause and insert:

    "    Section 1. The South Dakota State Flag Commission is hereby established. The commission shall consist of five members, one each to be appointed by the Republican and Democrat House and Senate leaders and the Speaker of the House of Representatives. The members may receive no compensation for their service.
    The commission, with the assistance of the Legislative Research Council and the South Dakota Arts Council, shall solicit and encourage submissions from South Dakotans to be considered for a new design for the South Dakota state flag. Submissions may be accepted until November 1, 2012. The commission shall select a reasonable number of finalists from among the designs submitted and shall provide one or more methods for the general public to provide input on the finalist designs. The commission may then select one proposed design from among the finalists to be considered by the 2013 Legislature as a new design for the South Dakota state flag."

General fund expenditures pursuant to the annual budget approved by the Legislature may not exceed legislatively adopted projections for general fund revenues for the budget year. However, reserve accounts may be used as well to balance the budget. No deficit may be carried forward from one fiscal period to the next. Nothing in this section precludes capital works which extend beyond one fiscal year.".

    On page 1, line 15, delete everything before "Nothing" .
