        A LEGISLATIVE COMMEMORATION, Commending and honoring the life of former Lieutenant Governor William Dougherty for his years of service to South Dakota.

    WHEREAS, William Dougherty's rise to prominence began in the 1960's as a Democratic force while chairing John F. Kennedy's presidential race in South Dakota in 1960 and chairing Robert F. Kennedy's in 1968, which helped defeat Hubert Humphrey in the primary; and

    WHEREAS, Dougherty was elected as the thirty-first Lieutenant Governor of South Dakota, and served two terms under Governor Richard Kneip from 1971 to 1975; and

    WHEREAS, Dougherty would continue to be active in state and national politics, serving as a top advisor to Senator George McGovern's 1972 presidential campaign, which would take him to forty-nine states, and being mentioned in publications such as Life magazine and the book Fear and Loathing on the Campaign Trail of 72'; and

    WHEREAS, Dougherty served as a lobbyist in the State Capitol from 1975 to 2009, and successfully represented a variety of prominent businesses and organizations on a wide range of issues; and

    WHEREAS, while serving as a lobbyist, Dougherty gained the respect of legislators on both sides of the aisle, as well as his fellow lobbyists, and his advice was constantly sought by elected officials at the local, state, and national levels; and

    WHEREAS, Dougherty donated his time and talents to community service by serving as director of the Avera McKennan Hospital, the Avera McKennan Foundation, the South Dakota Banking Commission, and the Sioux Falls Regional Airport Authority; and

    WHEREAS, Dougherty was the force behind the creation of the Avera McKennan Free Clinic and he and his brother, Michael Dougherty, were the lead donors for the Dougherty Hospice House; and

    WHEREAS, Dougherty was given numerous honors in his life, such as being named an Outstanding Alumnus by South Dakota State University in 1975 and was inducted into the South Dakota Hall of Fame in 2009; and

    WHEREAS, after a long-term battle with cancer, Dougherty died at the age of seventy-eight on July 3, 2010; and

    WHEREAS, Dougherty is survived by his three children, Patrick, Jennie (Roth), and Timothy and his three grandchildren, Alison and Michael Roth and Catie Dougherty:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Eighty-sixth Legislature of the State of South Dakota, honors William Dougherty for his life's service and dedication to the state of South Dakota and sends its deepest sympathies to his family and friends for their loss.

    WHEREAS, America's Promise Alliance, sponsored by ING, annually recognizes communities that provide outstanding services and supports to their youth; and

    WHEREAS, Aberdeen was recognized in 2010 as one of the 100 Best Communities for Young People by America's Promise Alliance and ING, the only community in South Dakota recognized for this distinction in 2010; and

    WHEREAS, the team's outstanding 2010 season with an undefeated record of 13-0 included completing back to back undefeated seasons, winning the Greater Dakota Conference title, and earning a second consecutive State 11AA Championship title; and

    WHEREAS, Derek Farniok received the SD Coaches Association award for Outstanding Lineman, and Matt Hermanson received the SD Sport Writers "Joe Robbie" MVP Award and SD Coaches Association for Outstanding Back; and

    WHEREAS, Serkaut Aware, Blaine Dunne, Derek Farniok, Kenny Fideler, Matt Hermanson, Brandon Mohr, and Konnor Wildfeuer were selected for the 11AA Coaches All State Team and the All City Footbal Team along with Ben Green, Cole Halgerson, and Stephen Lewis also being selected for the All City Football Team:
