    "    Section 1. The state treasurer shall transfer to the state general fund fifteen million dollars ($15,000,000), or so much as may be available, from the property tax reduction fund established in § 10-13-44, for the purpose of providing payments to providers of medicaid funded service through the General Appropriations Act.

    Section 2. This transfer shall be in addition to any other amounts transferred from the property tax reduction fund.

    Section 3. The state treasurer shall transfer the amount from the property tax reduction fund to the state general fund as soon as practicable after July 1, 2011."

The state investment council shall create an exempt nonprofit corporation under 501(c)(3) of the United States Internal Revenue Code, as of January 1, 2011, for the purpose of administering and creating an endowment fund. The purpose of the endowment fund is provide a fund for any person who wishes to contribute to the endowment fund to further the excellent quality of life which is unique to this state."
