    41-5-1.1. The Wall Lake State Game Bird Refuge shall be comprised of the south half and the south half of the north half of section eight; all of section nine; southwest quarter, south half of the northwest quarter and the northeast quarter of the northwest quarter of section ten; the north half of section sixteen and the northeast quarter of the northeast quarter of section seventeen; all in township one hundred nine north, range sixty-eight west of the fifth principal meridian, Hand County, South Dakota. "

    "    Section 1. That chapter 41-14 be amended by adding thereto a NEW SECTION to read as follows:

    The secretary of game, fish and parks may provide a written authorization allowing a resident landowner or lessee to take possession of the antlers, horns, and skulls of white-tailed deer, mule deer, or antelope found on the landowner's property or a game bird found on the property if a conservation officer has determined that there is no reasonable suspicion that the animal may have been killed illegally. The landowner or lessee may not take possession of the deer or antelope parts or game bird unless a conservation officer has:

            (1)    Examined the animal before it is moved from the location where it was initially found;

            (2)    Conducted an investigation; and

            (3)    Subsequently made a determination as to the presence or lack of reasonable suspicion of a violation of state law or rule.

    If evidence exists that the deer, antelope, or game bird was killed by a firearm or bow and arrow, the conservation officer shall consult with the officer's immediate supervisor to determine appropriate disposition of the antlers, horns, skull, or game bird."

    And that as so amended said bill do pass.

"    Section 2. That § 32-5-65 be amended to read as follows:

    32-5-65. Any commercial radio station or broadcasting company that holds an unrevoked and unexpired official license issued by the federal communications commission or employees of the station or company when requested and approved by the station or the company, and who are residents of this state and have complied with all the laws of this state in regards to the registration of a motor vehicle, may apply for a set of special plates bearing an inscription thereon of the call letters authorized for the station or company radio license by making application therefor as provided in § 32-5-66. The special plates are in lieu of the regular number plates issued for the motor vehicle. The special plates shall be displayed as set forth in § 32-5-98. A In addition to the noncommercial license plate fees, an additional fee of ten dollar fee dollars shall be charged for the initial issuance of the special plates and for the renewal stickers. If the federal communication commission's license is revoked, the owner shall surrender the special license plates to the department. If the employee is no longer employed by the station or the broadcasting company, the employee shall surrender the special license plates to the department. The secretary shall make the necessary changes in the registration file. The owner shall obtain regular number plates. Failure to surrender the special license plates as required by this section is a Class 2 misdemeanor.

    Section 3. That § 32-5-114 be amended to read as follows:

    32-5-114. Each person receiving firefighter special number plates shall pay a ten dollar fee which shall reimburse the State of South Dakota for the cost of producing such special number plates and decals. All fees In addition to the noncommercial license plates fees, a firefighter receiving the special license plates shall pay an additional fee of ten dollars for the initial issuance of the special license plates. The special license plate fee collected under this section shall be placed in the license plate special revenue fund, as provided under § 32-5-67. ".

COMMEMORATIONS

    HC 1001 Introduced by: Representatives Thompson, Blake, Bolin, Burg, Dennert, Elliott, Engels, Fargen, Feinstein, Gibson, Hunt, Killer, Lucas, Lust, McLaughlin, Pitts, Rausch, Romkema, Schlekeway, Solberg, Sorenson, Street, Van Gerpen, Vanderlinde, and Wink and Senators Adelstein, Ahlers, Jerstad, Olson (Russell), and Tieszen

        A LEGISLATIVE COMMEMORATION, Commending and honoring Greg Mortenson for his sixteen years of visionary work in building schools and relationships in the most remote regions of Afghanistan and Pakistan.

    WHEREAS,  Greg Mortenson, a University of South Dakota graduate, decided sixteen years ago, after a chance encounter with a young girl in a village in Pakistan, to improve education and literacy in Central Asia; and

    WHEREAS,  Greg Mortenson began his quest by soliciting spare change from American school students to fund his first school, and has since, through the Montana-based Central Asia Institute that he co-founded, built or established forty-nine schools in Afghanistan and eighty-two schools in Pakistan, mainly for girls; and

    WHEREAS, Greg Mortenson has chronicled his work in two New York Times best-selling books, has twice been nominated for the Nobel Peace Prize, and was honored with Pakistan's "Star of Pakistan," that country's highest civil award:

    NOW, THEREFORE, BE IT COMMEMORATED, by the Eighty-fifth Legislature of the State of South Dakota, that Greg Mortenson be commended and honored for his outstanding contribution to our global community through his efforts in promoting education and peace in Central Asia.

    Rep. Turbiville moved that the House do now adjourn, which motion prevailed and at 1:10 p.m. the House adjourned.
