     On page 2 , after line 3, insert:

"

     If any holder of a valid lifetime hunting and fishing license ceases to be a South Dakota resident, the lifetime license may not be used for hunting or fishing in South Dakota. However, the holder may renew the lifetime license and may then purchase a combination fishing and small game hunting license for use in lieu of the lifetime license. The combination license shall be sold at the rate established for South Dakota residents. ".

     On page 2 , line 8, delete everything after " means " and insert ". The license may also be renewed by a license agent. The department or the agent may charge an amount not to exceed two dollars for the renewal of the lifetime hunting and fishing license. Fees for the issuance of a lifetime hunting and fishing license shall be established by the Game, Fish and Parks Commission in rules promulgated pursuant to chapter 1-26.".

     On page 2 , delete lines 9 to 19 , inclusive.
