     BE IT REMEMBERED, That on the ninth day of January, A.D., two thousand seven, at the hour of twelve o'clock meridian, on the second Tuesday in January, being the day and hour fixed by the Constitution of the state of South Dakota for the convening of the Legislature, the Eighty-second regular session of the House of Representatives in the Capitol, in the city of Pierre, in the county of Hughes, and the state of South Dakota, the seat of government thereof, was called to order by Chris Nelson, the Secretary of State of the state of South Dakota.

    The following prayer was offered by Pastor Mike Bishop, Church of the Nazarene, Pierre, South Dakota:

    Our dear Heavenly Father, we come before You today to begin a new legislative session. We thank You for allowing all who are present today in this chamber the opportunity to serve this great state. I would ask today Father that You would grant each representative who has been elected to serve the people of the state of South Dakota, Your wisdom. I ask that You would guide and direct their thoughts and actions over the next several weeks. Father, I ask that You would bless each staff member and the pages who serve in this chamber. Keep all in this chamber that serve, remindful of the tremendous responsibility that has been placed of each one, and allow them to draw from Your strength that You freely give to all who ask. Father, bless our Governor and his staff as they lead the people of the state. We ask that You would grant Your protection to all those serving during this session as they travel weekly to and from their homes. Father, we pray for Senator Tim Johnson today and ask that You would be with him as he recovers in the hospital. Grant his family Your peace throughout this time. Give the doctors treating Senator Johnson Your wisdom that will allow him to have a full and complete recovery. Father, I ask all these things humbly in Your name. Amen.

    Rep. Rhoden moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate to notify the Governor that the Legislature is duly organized and ready to meet in Joint Session to receive any communications he may desire to make.

Rhoden moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate to make arrangements for the Joint Session to hear the message of the Honorable David Gilbertson, Chief Justice of the Supreme Court of the state of South Dakota.

    Rep. Rhoden moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate relative to the joint rules for the two houses for the Eighty-second Legislative Session.

    Rep. Rhoden moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate to make arrangements for legislative days for members, officers, and employees of the House and Senate.

    Rep. Rhoden moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate for the purpose of fixing the compensation of the elective and appointive officers and employees of the House and Senate for the Eighty- second Legislative Session, pursuant to SDCL 2-5-8, with the full power to act, and that such compensation schedule be filed with the Director of the Legislative Research Council and the State Auditor.

    Rep. Rhoden moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate for the purpose of conferring with the Director of the Legislative Research Council in regard to making arrangements for the distribution of the official directory, House and Senate journals and bills, and other legislative printing for the two houses and the state offices with the full power to act.

    Which motion prevailed and the Speaker appointed as such committee Reps. Turbiville, Brunner, and Elliott.

    Rep. Rhoden moved that a committee of three on the part of the House be appointed to meet with a like committee on the part of the Senate for the purpose of selecting chaplains for the Eighty-second Legislative Session.

    Which motion prevailed and the Speaker appointed as such committee Reps. Hunt, Van Etten, and Glenski.



    Rep. Rhoden moved that a committee of four on the part of the House be appointed to meet with a committee of three on the part of the Senate to arrange for a memorial recognition of deceased former members of the House and Senate.

    Pursuant to the report of the Joint-Select Committee, the Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message from the Governor, M. Michael Rounds. The President of the Senate, Dennis Daugaard, presiding.

    The following prayer was delivered by Pastor Mike Bishop, Church of the Nazarene, Pierre, South Dakota:

    Father, I come before You today giving thanks for the state of South Dakota and its government. We hold up in prayer before You the men and women who are in positions of authority. We pray and intercede for the Governor, the Lt. Governor, the Representatives, the Senators, the Judges of our state, and all other persons who are in authority over us in any way. I pray that Your Spirit would rest upon each one of them. Father, I ask that You would surround each of these people with men and women who will pray for them daily and give them godly counsel. Father, I pray that You would cause these servants to be men and women of integrity, who are obedient concerning us that we may lead a quiet and peaceable life in all godliness and honesty. Father, I bring before You the men and women who are serving in the military from our state. I ask that You would protect them and keep them safe from harm. I ask that You would grant peace and comfort to those families whose loved ones have paid the ultimate sacrifice so that we here in attendance today can enjoy the freedoms we have. Father, we pray for Senator Tim Johnson today as he recovers in the hospital in Washington, D.C. We pray that You would watch over him and allow him a complete and full recovery.
