     BE IT REMEMBERED, That on the ninth day of January, A.D., two thousand seven at the hour of twelve o'clock meridian, being the date and hour fixed by the Constitution of the State of South Dakota for the convening of the Legislature, the Eighty-second regular session of the Senate of the State of South Dakota was called to order by Lieutenant Governor Dennis Daugaard in the Senate Chamber in the Capitol, in the City of Pierre, the seat of our government.

     The following prayer was offered by the Chaplain, Father Brian Christensen, St. John the Evangelist Catholic Church, Ft. Pierre:

    Almighty God and Father, You are the Creator of all things and all creation rightly gives
You praise. All life, all holiness comes from You through Your Son, Jesus Christ our Lord, by the working of the Holy Spirit. As we come together for the work you set before us, we remain mindful of our brother, U.S. Senator Tim Johnson, his wife Barbara, and their children.

    In your infinite wisdom, You created man and set him over all creation, to be Your partner and the steward of your manifold blessings. We have been entrusted with this sacred commission, to use the goods of this world for the glory of your name and the salvation of all Your people.

    Throughout the course of history, democratic societies, in a climate of true freedom, have given people the ability to participate in directing the course of human affairs. Such societies call for new and fuller forms of participation in public life by Christian and non-Christian citizens alike. Indeed, all can contribute to the development of political solutions and legislative choices which, in their opinion, will benefit the common good. Our American democracy thrives on the active, responsible and generous involvement of every citizen.

    From among all our citizens, these men and women have been chosen as our representatives. Father, we implore You to bless these legislators - these elected representatives of the people - for their sacred task of directing the course of the great state of South Dakota.

Give them the wisdom, right judgment, counsel, and understanding to put self-interest aside and to diligently seek the common good. May their efforts bring about a more human and just society, especially for the most vulnerable among us - our children, the elderly, the sick, the poor, and the stranger.

    Father, crown their work in the weeks ahead with the virtue of charity, the highest of all virtues and the essence of human life, and grant to all of us Your unfailing peace.

    We make this prayer through Christ our Lord. Amen

    Sen. Knudson moved that a committee of three on the part of the Senate be appointed to meet with a like committee on the part of the House to make arrangements for legislative days for the members, officers, and employees of the Senate and the House for the Eighty-second Legislative Session.

    Sen. Knudson moved that a committee of three on the part of the Senate be appointed to meet with a like committee on the part of the House to fix the compensation of the elective and appointive officers and employees of the House and Senate for the Eighty-second Legislative Session pursuant to SDCL 2-5-8, with the full power to act, and that such compensation schedule be filed with the Director of the Legislative Research Council and the State Auditor.

Knudson moved that a committee of three on the part of the Senate be appointed to meet with a like committee on the part of the House to confer with the Director of the Legislative Research Council in regard to making arrangements for the distribution of the official directory, Senate and House journals and bills, and other legislative printing for the two houses and the state offices, with the full power to act.

    Sen. Knudson moved that a committee of three on the part of the Senate be appointed to meet with a committee of four on the part of the House to select chaplains for the Eighty-second Legislative Session.

    Sen. Knudson moved that a committee of three on the part of the Senate be appointed to meet with a committee of four on the part of the House to arrange for a memorial recognition of deceased former members of the Senate and House.

    Sen. Knudson moved that a committee of three on the part of the Senate be appointed to meet with a like committee on the part of the House for the purpose of inviting the Chief Justice of the Supreme Court to address a Joint Session on the state of the Judiciary and to make arrangements therefor.

    Pursuant to the report of the Joint-Select Committee, the Senate convened with the House of Representatives in the House Chamber for the purpose of receiving a message from the Governor, M. Michael Rounds. The President of the Senate, Dennis Daugaard, presiding.

    The following prayer was delivered by Pastor Mike Bishop, Church of the Nazarene, Pierre, South Dakota:

    Father, I come before You today giving thanks for the state of South Dakota and its government. We hold up in prayer before You the men and women who are in positions of authority. We pray and intercede for the Governor, the Lt. Governor, the Representatives, the Senators, the Judges of our state, and all other persons who are in authority over us in any way. I pray that Your Spirit would rest upon each one of them. Father, I ask that You would surround each of these people with men and women who will pray for them daily and give them godly counsel. Father, I pray that You would cause these servants to be men and women of integrity, who are obedient concerning us that we may lead a quiet and peaceable life in all godliness and honesty. Father, I bring before You the men and women who are serving in the military from our state. I ask that You would protect them and keep them safe from harm.
