Dear Speaker Michels and Members of the House:
I herewith return House Bill 1055 and VETO the same. HB 1055 is an Act to appropriate
money for international trade representation and to declare an emergency.
My objection to this bill is that it contains only $1.00 in funding. If this legislation warrants
passage upon its merits, then it should contain funds to carry out the objectives of the bill.
Enacting legislation which places significant responsibilities upon our Department of Tourism
and State Development without the appropriate funding to carry out those responsibilities dilutes
the effectiveness of our efforts.
House Bill 1055, without such funding, will divert dollars already committed to achieving the
goals of the 2010 Initiative. Within the limitations of the budget, we are all faced with difficult
decisions regarding just which programs deserve funding in a given year.
While the reasoning in passing this legislation with funding of $1.00 is unclear to me, I would
respectfully request that you concur with my action, and reconsider the idea behind HB 1055
at a later date when sufficient funding becomes available.

Re: House Bill 1110
Dear Speaker Michels and Members of the House:
I herewith return House Bill 1110 and, pursuant to Article IV, Section 4, of the South Dakota
Constitution, I hereby veto the same. The bill is entitled, "An Act to provide compensation to
certain retailers for collecting and remitting the sales tax after a certain threshold is met."
Most bills need only one floor vote in each body of the legislature to pass. It took eight votes
in the South Dakota State Senate and the South Dakota House of Representatives for the
concepts in this bill to finally pass. The reluctance was caused by flaws that still exist in the
bill.
This bill takes $4.8 million of taxes collected and diverts them from future property tax
reductions and possible increases in state aid to local schools. It is triggered at a time yet
unknown in the future by events outside the control of the legislature. At whatever time that
might be, and for every year thereafter, state revenues available for additional property tax relief,
additional state aid to local schools or other legislatively determined programs would be reduced
by at least $3.3 million. City and town revenues would be reduced by at least $1.5 million.
At some point in the future, when the state has stable and ongoing revenue increases from the
Streamlined Sales Tax Initiative or from other sources, tax reductions or benefits for many more
taxpayers than just this one select group should be considered by the legislature at that time.
A $4.8 million reduction in state and local revenues should not be forwardly mandated by this
legislature. Future legislatures should have the option to make those determinations when
additional ongoing revenues are available.
I respectfully request that you concur with my veto of HB 1110.

Holy God, as we come to this closing day of this legislative session we come with thankful
hearts. We come grateful for the gift of life and for the ways our lives have been blessed by the

and served. We come grateful for the staff that serves this body and for the young men and
women who have served as our pages.
Lord, as we came to this place each of us desired to make a positive difference for this state
that we love and seek to serve. We pray that by the things that we have done in this place we
have touched lives in such a way that we have made life better, especially for those who are
powerless and have nobody to speak or act for them. And if there have been things that we have
done that have made life more difficult, we trust O Powerful God, that you can work around
them in such a way that your will might still be accomplished in our state.

guide us daily not only in our legislative work at home, but also in the living of our daily lives
