The meeting was called to order by Representative Deadrick, Chair of House Agriculture and Natural Resources.

This was a joint meeting of the House and Senate Agriculture and Natural Resources Committees.

Vice Chairman Davis of House Agriculture and Natural Resources informed the group of last summer's east river tour and asked for input regarding a west river tour in the summer of 2006. There were positive responses that last year's tour was a great learning experience and another would be welcome.

Chairman Deadrick opened discussion for possible summer study topics.

Senator McNenny suggested a study of the exchange of land between government entities and private owners, state school land exchanges and the intent of the Constitution in regard to these exchanges.

Representative Howie requested a study of landowner/sportsmen cooperation regarding property rights and the presence of wildlife on private land. Senators Deunwald and Lintz agreed with such a study.

Senator Hansen discussed Natural Resource components, including fuel prices, development of fuels on SD land, royalities, severed mineral rights and taxes. Secretary of Agriculture, Larry Gabriel, spoke on these same concerns, stating that adverse possession regarding mineral rights and fragmented owners should be studied.

Senators Lintz and Duenwald spoke about property easements, rights and benefits. Senator Koskan spoke about economic development of agriculture within the state.

There were several motions made for possible summer study topics. Two of the motions were made and seconded by members of the House. The first was that there be a summer study concerning severed property rights, including easements, taxes, royalities, and leasing agreements. The second motion was to study economic development and trade issues related to agricultural issues.

The Senate will prioritize their summer study recommendations separately.
