CONSIDERATION OF EXECUTIVE VETOES AND RECOMMENDATIONS


     The House proceeded to the reconsideration of HB 1147 pursuant to the veto of the Governor and the veto message found on pages 636 and 637 of the House Journal as provided in Article IV, Section 4, of the Constitution of the State of South Dakota.

    The Committee on Education respectfully reports that it has had under consideration SB 29, which was reconsidered, and returns the same with the recommendation that said bill be amended as follows:

     On the Senate Education Committee engrossed bill, delete everything after the enacting clause and insert:

"    Section 1. There is hereby established the Higher Education Task Force. The task force shall consist of fifteen members appointed by the Governor. Not more than ten of the task force members may belong to the same political party. The initial appointments shall be made no later than sixty days after the effective date of this Act. If there is a vacancy on the task force, the vacancy shall be filled in the same manner as the original appointment. The appointments shall include individuals representing the Board of Regents, public and private university systems, the Native American university system, post secondary technical institutes, and the communities where the universities are located. The number of members appointed who represent public universities shall be the same as the number of members appointed who represent private universities. The Governor shall appoint the chair and the vice chair of the task force.



     Section 2. The task force shall be under the supervision of the Department of Executive Management.

     Section 3. The task force shall consider the following economic impact of private universities:

             (1)    Demographics, including the number of students attending private universities;
             (2)    Contributions private universities are making to the state of South Dakota as it relates to job placement in South Dakota; and
             (3)    Types of programs offered by private universities that directly or indirectly impact occupational needs in the state.

     Section 4. The task force shall examine how other states treat public and private university systems, encourage competition, maintain educational access in rural and urban population centers, and keep educational access affordable for traditional and nontraditional students. The task force shall submit its final report to the Governor and the Legislature no later than November 1, 2007."

     And that as so amended said bill do pass.

COMMEMORATIONS


     HC 1022   Introduced by:  Representatives Peters, Kroger, Rave, and Roberts and Senators Dempster and Kooistra

         A LEGISLATIVE COMMEMORATION,  Honoring the West Central Trojans High School football program, coaches, and staff, on an unprecedented ten state championships.

     WHEREAS,  the West Central Trojans High School football team won the 11-A State High School Football Championships in the 1993, 1996, 1997, 1998, 1999, 2001, 2002, 2003, 2004, and 2005 seasons because of their outstanding character, dedication, and perseverance; and

     WHEREAS,  past and present head coaches Jim Uttecht, Kent Mueller, Brent Urban, and their respective devoted staffs provided outstanding leadership and support to the members of their teams. The students of the West Central Trojans High School football team exhibited a high degree of skill, dedication, and determination in their state championship seasons, and they and their coaches are to be congratulated on their achievement and their devotion to the great American game of football in achieving their tenth state football championship in West Central High School's history; and

     WHEREAS,  the past and present students of the West Central Trojans High School football program demonstrated enormous spirit, pride, and exemplary leadership on and off the field to focus on their goals which enabled them to complete a successful season and become state champions, to have numerous members of the team named to the All-State Football Teams, and to have several more named to the Honorable Mention All-State Football Teams:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Eighty-first Legislature of the State of South Dakota, that the West Central Trojans High School football program, coaches, and staffs, be recognized for their excellence in athletics for the unparalleled ten championships in the past twelve years.

         A LEGISLATIVE COMMEMORATION,  honoring Noelle Rist as the recipient of the 2005 National Agri-Entrepreneurship Award.

     WHEREAS,  Noelle Rist has demonstrated outstanding achievement in FFA by being awarded the 2005 National Agri-Entrepreneurship Award, along with one thousand dollars, which is awarded to only one half of one percent of the total national FFA membership, and

     WHEREAS,  Noelle Rist has demonstrated her agricultural and business skills by operating Willow Creek Produce and Nursery, which grows and sells organic produce, and which earned the required seven thousand five hundred dollars needed to receive the award, and

     WHEREAS,  Noelle Rist has been an active member of the West Central High School FFA chapter, setting a fine example for other members to follow:

     NOW, THEREFORE, BE IT COMMEMORATED,  by the Eighty-first Legislature of the State of South Dakota, that Noelle Rist be congratulated for her receipt of the 2005 National Agri-Entrepreneurship Award and for her outstanding achievement and participation in FFA.
