"

     Section 3. Before the on-sale license authorized pursuant to section 1 of this Act is issued by any municipality, the licensee shall pay a fee of fifty thousand dollars to the Department of Revenue and Regulation. The licensee is not required to pay the fee imposed by this section when renewing the license. This fee is in addition to all other license fees required by chapter 35-4. The fee shall be deposited in the tobacco prevention and reduction fund created pursuant to §  34-46-12.".
